The Intelligent Electronic Innovation Application Development Program is promoted based on policies such as the "Industrial Upgrading and Transformation Action Plan" approved by the Executive Yuan in 2014, and the "Asia Silicon Valley Development Plan" passed by the Yuan meeting in 2016. Additionally, the Executive Yuan Science and Technology Council held the "Smart System and Chip Industry Development Strategy (SRB) Meeting" in 2017, aiming to drive close integration between smart systems and semiconductor industries, accelerating industrial development and market expansion. Recognizing that R&D, technology, and talent are the foundation of industrial development, this program is specifically executed to promote intelligent electronic innovation applications and cross-domain integrated talent training, improve talent development strategies and operational mechanisms, strengthen our country's talent capacity, inject talent into industry needs, and support industrial innovation development.
The Intelligent Electronic Institute originated from the "Semiconductor Institute Program" under the "National Science and Technology Program on System-on-Chip". In line with the Executive Yuan's policy direction, the business scope and work focus of the Semiconductor Institute have been adjusted towards the "Intelligent Electronic Industry".It was officially renamed the "Intelligent Electronic Innovation Application Development Program" in 2024. Based on semiconductors as the core, developing intelligent electronic innovation applications, with "talent development" combined with "industrial promotion" as the main axis, continuously responding to the trends of diverse emerging applications in smart IoT and talent gaps, prioritizing the cultivation of high value-added key technologies and talent needs, improving the quality and quantity of industrial talent, strengthening practical talent training, helping enterprises accelerate investment in smart innovation fields, enhancing industrial competitiveness, and supporting the construction of a comprehensive innovation ecosystem.
Through talent supply and demand surveys and industry-academia linkage research, grasp the quality and quantity of industrial talent.
Promote professional talent training courses, expand connections with multiple resources from industry, academia, and research, and deepen the foundation of training development.
Utilize diverse training models such as industry observation and exchange visits to invigorate talent training innovation.
Introduce international forward-looking technologies, deepen international resource linkages, and promote industrial transformation and upgrading.
Develop common competency standards and capability certification for industrial talent, strengthening training verification mechanisms.
Build employment tracking and workplace counseling mechanisms to expand the program's talent matching capacity.
